"In 2004, the Convention Center Authority signed a heralded agreement pledging to weave the buildings into the center’s new glass facade. The deal was a trade-off so that the center could legally demolish other historic structures in the path of its expansion.

But when the state’s construction agency, the Department of General Services (DGS), took over the 0 million project, it refused to honor the agreement, contending that the cost of stabilizing the fragile insurance buildings would be too high."

this plot of land in the centre of hannover has been empty for years (you can tell by the tree that has grown the fence) but now yet another insurance building is going to be built. and why not. the world needs more insurance buildings, right?
